Registration

The establishment of institutions of higher learning in Zimbabwe is regulated by the Zimbabwe Council Higher Education Act which was promulgated in 2006. In terms of the Act the establishment of institutions is supervised by the Zimbabwe Council for Higher Education.

Steps for registering institutions

Step 1

Collection of forms from the Zimbabwe Council for Higher Education. The forms are as follows:

  1. Criteria for assessing applications for registration , PRC1; (This will guide you in completing the application forms PRC2 or PRC3)
  2. Application forms for the provisional registration of private universities, PRC2; (This is completed by those who wish to establish a private university.)
  3. Application forms for the provisional registration of an agent or an affiliate of a foreign university,PRC3; (This form is completed by those who wish to represent a university in another country through offering tuition to Zimbabwean students in Zimbabwe.)

An application form is obtainable upon payment of an application fee. Other fees are:

  1. Administration fee ;
  2. Institutional Registration fee;
  3. Accreditation of Programme fee per programme for universities in Zimbabwe. Agents of foreign universities pay per programme offered by the agency
  4. Institutional Visit fee per visit.
  5. Institutions that were registered under the National Council for Higher Education (NCHE) subscriptions.

Step 2

For a new institution the forms must be submitted together with the following documents:

  1. a copy of the proposed charter;
  2. a business plan;
  3. academic regulations;
  4. plan of the envisaged site;
  5. any other supporting documentation.

In the case of an agency of a foreign university the forms must be submitted together with the following documents:

  1. proof of accreditation of the mother university in its country; and
  2. a copy of an agreement between the mother university and the agency.

Step 3

The Zimbabwe Council for Higher Education will correct and amend the documents until satisfied that they meet the expected standard. This process takes a long time because the documents will be moved back and forth between the applicant and the Council.

Visits will be made to your institution in order to assess

  1. the institution’s ability to start running a university; and
  2. the progress made in complying with the suggestions made by the Council.
