Alignment and Policy Implementation are Key to Success

The Minister of Higher and Tertiary Education, Innovation, Science and Technology Development (MHTEISTD), Professor dr. Amon Murwira has met with the Boards and Senior Management of agencies under the Ministry. During the compliance meeting held on 24 January 2023 at the Management Training Bureau (MTB) in Harare, Professor Murwira outlined policy directives and guidelines for 2023.

In his presentation, the Minister emphasised the critical role of higher and tertiary education in human capital development and innovation, which are key enablers for creating a knowledge-driven economy and achieving national Vision 2030.

Professor Murwira emphasised the need for the agencies to complement and collaborate among themselves as they implement and align their operations to the policy direction provided by the Government through the Ministry. He further impressed upon the agencies to apply design thinking to come up with innovations that lead to the attainment of organisational goals and, more importantly, national strategic outcomes as enshrined in the National Development Strategy 1 (NDS1).

The high-stakes meeting also provided an opportunity for the agencies, namely the Higher Education Examination Council (HEXCO), Management Training Bureau (MTB), National Manpower Advisory Council (NAMACO), Tertiary Education Council (TEC) and the Zimbabwe Council of Higher Education (ZIMCHE) to present their achievements for 2022 and strategic objectives for 2023, over and above engaging with the Minister.

The Deputy Minister for Higher and Tertiary Education, Innovation, Science and Technology Development, Dr Raymore Machingura, together with various senior officials in the Ministry, were among those who also attended the meeting. The ZIMCHE delegation that attended the meeting was led by the Board Deputy Chairperson, Professor Paul Mapfumo, who represented the Board Chairperson, Professor Emeritus Ngwabi M. Bhebe. Meanwhile, the ZIMCHE Secretariate was represented by the Chief Executive Officer, Professor Kuzvinetsa P. Dzvimbo and members of the Executive Management.
