The President of the Republic of Zimbabwe, Cde. Emmerson Dambudzo Mnangagwa launched the Zimbabwe National Qualifications Framework (ZNQF) on Tuesday, 11 July 2018 at the Rainbow Towers in Harare. The launch organised by the Ministry of Higher and Tertiary Education, Science and Technology Development was witnessed by various stakeholders including government ministers, permanent secretaries and heads of higher education institutions, academics, students as well as captains of Industry. Dr Augustine Tirivangana, of the Zimbabwe Council for Higher Education (ZIMCHE) and chair of the ZNQF made the presentation.

 

Dr Tirivangana pointed out that the rational for the Zimbabwe National Qualifications Framework included the following:

  1. To provide a mechanism to harmonise national qualifications
  2. To enable vertical and horizontal mobility of learners and graduates.
  3. To provide a mechanism that will allow for portability and comparability of qualifications in Zimbabwe and the SADC region;
  4. To address recognition of prior learning,
  5. To enable compatibility and comparability of skills and educational qualifications in the country and across borders.
  6. To relate to the SADC and COMESA Mutual Recognition Agreements (MRAs) for professional qualifications. These MRAs are meant to facilitate mobility of qualified labour as part of enhancing human capital for the industrialisation and modernization of the country, thus providing for co-operation with transferees in the regions.

He added that the Framework document provided an instrument for the development, classification and recognition of skills, knowledge and competencies along an agreed continuum of ten (10) levels. The ZIMCHE Council Chairperson, Professor Ngwabi Bhebhe received the ZNQF document on behalf of the organisation.
